Citizens eligible for participation in the Program are only natural persons who:

  • have the right of (full or bare) ownership or usufruct to an eligible residence
  • meet the income-related criteria of the following categories A1, A2 or B 

 

In case of co-ownership rights to an eligible residence, the application shall be submitted by one of the co-owners with the agreement of the rest of the owners, in the form of a written consent (Legal Statement Annex V).

These citizens are called Recipients within the context of the Program.

The Program addressees citizens/recipients who are classified under three categories, according to their income, with different incentives per category.
In more detail:

Recipients – Incentives under Category A1: Citizens whose individual stated income is less than or equal to €12,000.00 or the stated family income is less than or equal to €20,000.00. The incentives granted to this category include an interest-free loan for 30% (100% subsidized interest rate), and a grant  for up to 70% of the final eligible budget as determined after the performance of the second energy inspection, through direct payments made by the bank to the contractors/suppliers’ bank accounts.

Recipients – Incentives under Category A2: Citizens whose individual stated income is higher than €12,000.00 but less than or equal to €40,000.00 or the stated family income is higher than €20,000.00 but less than or equal to €60,000.00. The incentives granted to this category include interest-free loans for 65% (100% subsidized interest rate) and a grant for up to 35% of the final eligible budget as determined after the performance of the second energy inspection, through direct payments made by the bank to the contractors/suppliers’ bank accounts.

Recipients – Incentives under Category B: Citizens whose individual stated income is higher than €40,000.00 but less than or equal to €60,000.00 or the stated family income is higher than €60,000.00 but less than or equal to €80,000.00. The incentives granted to this category include interest-free loans for 85% (100% subsidized interest rate) and a grant for 15% of the final eligible budget, as determined after the performance of the second energy inspection, through direct payments made by the bank to the contractors/suppliers’ bank accounts.

 

The eligible budget per Recipient application may not exceed €15,000.00, including VAT (eligible budget for interventions).

IIn the case of an application submitted for a block of flats as a whole building, provided that category A1 or A2 income-related criteria are met at least by 50% of the owners of residences, apartment owners who, according to their income, are classified under category B fall within category A2 and apartment owners whose income is higher than that of category B fall within category B. In all other cases, each owner will be included in the category that corresponds to his/her income.
Any owners whose application cannot / is not approved by the Program will finance interventions costs declared to the Program through own funds.

The submission of the application, the supervision of the implementation of energy efficiency upgrading interventions and completion of the project, included the submission of all the relevant documents until the final disbursement, can be assigned from the potentially recipients to the project consultant. The fee of the consultant project is eligible for the Program and is paid after the final disbursement from the bank. The eligible cost is 250€ for each application (not included VAT). It is noted that in case of a block of flats, the same project consultant has to be used for all the recipients and his/her fee is up to 250€ plus 100€ for each additional flat while the maximum total cost is up to 800€ (not included VAT).

The total expenditure incurred for the performance of the two energy inspections as well as the expenditure of the project consultant will be compensated by the Program, on condition that the application is approved by the Program and the  energy aim set therein is met.
